From May 1, 2022, to April 30, 2025, within the framework of the Erasmus+ programme, the Academic Information Centre implemented the project QUATRA-TPG A “Qualifications Frameworks for Trust, Transparency and Diversity – Thematic Peer Group A (TPG A).”
The aim of the project was to promote cooperation between national authorities and members of Thematic Peer Group A (TPG A) of the European Higher Education Area (EHEA) and their partners in developing common European standards to ensure quality and transparency.
The goal of the QUATRA – TPG A project was achieved through various project activities, including the organization of TPG A meetings (training workshops, an international conference), as well as the creation of three working groups focused on qualifications frameworks. These topics were proposed by TPG A members during the project preparation phase in line with national and international trends and policy developments. Within the framework of TPG A, three working groups were established in 2021 (active until November 2023):
Short-cycle higher education (4 partners), led by Latvia (AIC);
Self-certification (8 partners), led by Georgia (NCEQE) and Bulgaria;
Micro-credentials (17 partners), led by Latvia (AIC) and Armenia.
Given the implementation period of the QUATRA – TPG A project (May 2022 – April 2025), knowledge and experience were exchanged among the members of Thematic Peer Group A across two working periods: 2021–2024 and 2024–2027. The work of the project’s working groups resulted in the development of three sets of recommendations, based on thematic surveys, document analysis, and group discussions:
1) Recommendations on the self-certification process—based on survey results and the conclusion that existing self-certification processes could be improved, the recommendations aim to stimulate discussion and highlight key aspects to consider. These are intended for EHEA member countries, the ENIC/NARIC network, and the Bologna Follow-up Group (BFUG).
2) Recommendations on short-cycle higher educatio – developed for countries considering the introduction or development of short-cycle qualifications as part of their national qualifications frameworks (NQFs) for higher education. This document may serve as a reference for authorities and other stakeholders involved in the development of national higher education qualification frameworks, ensuring that new (or reformed) qualifications align with the objectives of the European Higher Education Area (EHEA).
3) Recommendations on the inclusion of micro-credentials in NQFs in higher educatio – intended to support national organizations, higher education institutions, and quality assurance agencies in the creation, implementation, and evaluation of small learning units leading to micro-credentials.
